HC Relief To 4 Doctors Seeking NEET PG Admissions Under In-Service Quota, KNRUHS Directed To Allot Seats

Hyderabad: Accepting the eligibility of four government doctors who sought admission to PG courses under the in-service quota, the Telangana High Court has directed the Kaloji Narayana Rao University of Health Sciences (KNRUHS) to allot them PG seats as per their service certification and NEET PG 2022 scores.
A two-judge bench allowed the writ petition filed by the government doctors working under different departments who sought to be admitted to PG course under in-service quota after the state government identified them as eligible for the same.

During the previous hearing, the government had asked the advocate general B.S. Prasad to appear in court and clarify the state government's stand so that court could take a decision on the issue. The advocate general observed that the government doctors who served for two years in tribal areas and three years in rural areas are eligible for PG seats under the in-service quota.
The advocate general observed that the GO Ms. No. 186 issued in 2021 which deals with the eligibility requirements for in-service candidates to get admitted to PG medical courses is clear. He noted that government doctors employed under the state led institutions, Telangana Vaidya Vidhana Parishad (TVVP) and Insurance Medical Services Department (IMSD) were eligible for in-service reservation for getting admitted to PG medical courses, as per a media report in the Hindu.
The plea filed by the doctors working under TVVP complained that KNRUHS authorities barred them from availing the competent authority quota for PG medical admission even though they met all eligibility standards and cleared the National Eligibility-cum-Entrance Test Postgraduate (NEET-PG) Examination, which was previously reported by the team. The petitioners had called the decision of the university unlawful.
The advocate general through a letter, submitted the government's stand, stating that doctors who served for two years in tribal areas and three years in rural areas, and those who have worked in non-rural areas for six years are eligible for the in-service quota, as per the government rules. TVVP and IMSD runs primary health centres and hospitals in various parts of the state and the doctors who work in any of these in tribal, rural and other areas are eligible for in-service reservation if they fulfill the condition of serving for the specified period in such areas.
Following this, the High Court directed the KNUHS authorities to verify the required tribal and rural service certification of the doctors and accordingly allot them PG seats under the in-service quota according to their rank.
