DCI Notifies On EducationINdia Portal For International Students, Check Out Details

Delhi: DoHE, in consultation with MHA, has developed EducationINdia Portal for international students, the Dental Council of India (DCI) has announced this through a written notice.
An Inter-Ministerial meeting was held on 07.02.2023 virtually under the chairmanship of the Secretary (HE) wherein all the Ministries/Departments, including the Reserve Bank- of India, which administers Higher Educational Institutions (HEIs), were invited to discuss the modalities for implementation of EducationINdia Portal.
According to the notice, the EducationINdia Portal will be made mandatory from the 2023-24 for every international student who desires to be admitted to Indian Higher Educational Institutions (HEls). The HEls and the students will have to register on the portal, and the HEls will upload the offer of admission issued to a student on this portal.
INFLIBNET is developing the portal. After registration on the portal, the student will get a unique ID (UID) which may be used for all purposes, including the issue of a student visa. The visa issuing authority will issue a student visa only after checking/verifying the student's credentials on this portal. This will apply to all students who desire student visas, irrespective of course duration.
Details related to the portal -
1. The portal has undergone several updations in consultation with MHA and security audits. UIDs issued to students will be shared with FRRO, visa office, and MHA for further processing. He further informed that Indian Council for Cultural Relations (ICCR) would also use this portal and sponsor scholarships only through it.
2. Based on the UID, Visa office/ FRRO will process the visa based on information available on the portal. He emphasized the importance of every educational institution and every international student registering on this portal. He also clarified that the details of the students should be regularly updated by the compliance officers to be appointed by the HEIs offering courses to international students.
3. Form A of the portal expects certain inputs from Visa/FRRO -office like Visa/RC number, issue date, and expiry date and requests if the API of both portals could interact. Data may automatically be populated in the portal to avoid an error. If API interaction is not possible, the respective Visa/ FRRO office could fill in the details by logging in to the portal.

DCI has further informed that the UGC/MHA guidelines regarding' designating a compliance officer will be circulated. UGC/AICTE may again write to all HEls to designate a 'compliance officer. INFLIBNET will prepare an SoP for the portal, which may be circulated among all participants. The link to the portal may also be shared with all.
All HEls are directed immediately to register on the portal and sensitize the students about this. The offer of admission should specifically mention that the student has to register on the portal and generate UID. The portal will be made live within a day or two. The participants will share their views/suggestions after that within a week.
All Ministries/Departments will appoint a Nodal officer who will verify the contents/details of the HEIs submitted for registration on the portal. The nodal officer details may be shared with this Department immediately. INFLIBNET will populate the details of around 1700 HEIs as available in the database and start working to confirm the details. A demo of the portal may be organized before Home Secretary shortly.
DCI has asked all participants to start a publicity campaign through social media through tweets for wider dissemination of information and popularization of the portal.
